Requires a diver engaged in the commercial harvest of subtidal geoduck clams to obtain a geoduck diver license.

Prohibits the director of the department of fish and wildlife, after July 1, 2009, from issuing new geoduck diver licenses.

Provides that the act applies retroactively to geoduck diver licenses issued on or after January 1, 2009.
