Requires health and related insurance benefits for school district employees and educational service district employees to be provided through the public employees' benefits board plans administered by the state health care authority beginning September 1, 2012.

Authorizes school districts and educational service districts to contractually agree with the state health care authority to benefits eligibility criteria that differ from the criteria applicable to state employees.
