Adds to and removes from the list of allowable uses and/or eligible recipients of the Washington wildlife and recreation program funds.

Adds to the list of eligible recipients of funding from the riparian protection account and the farmlands preservation account.

Requires the recreation and conservation office, within existing funds, to evaluate the use of certain land preservation mechanisms. This requirement expires June 30, 2010.
