Increases the fee for a fish and wildlife lands use permit if purchased separately.

Authorizes the department of fish and wildlife to: (1) Develop information accessible through the department's internet web site that promotes outdoor recreational and wildlife viewing opportunities; and

(2) Require, as a condition of accessing the web-based information, the purchase of certain recreational license documents, including the fish and wildlife lands vehicle use permit.

Provides that the act applies prospectively only.
