Requires each electric utility to disclose to its retail electric customers the annual carbon dioxide emission intensity of its total electricity supply and, for the purposes of comparison, the carbon dioxide emission intensity for all electric generation in the Pacific Northwest and in the western electricity interconnection, as geographically represented by the jurisdiction of the western electricity coordinating council or its successor.
