Requires institutions of higher education and the higher education coordinating board to label all forms of student financial assistance as an opportunity pathway. |
Phases out the educational opportunity grant over a two-year period. |
Creates a new grant, subject to appropriations, within the state need grant program, that provides grants for placebound students who have earned an associate degree. |
Restricts eligibility for the state work study program. |
Creates a competitive grant process within the state work study program to encourage more placements in high-demand fields. |
Creates the Washington higher education loan program to assist students in need of additional low-cost student loans and related loan benefits. |
Allows institutions of higher education to use institutional aid money for students enrolled in dual credit programs. |

Ladies and Gentlemen: |
I am returning, without my approval as to Section 11, Engrossed Second Substitute House Bill 2021 entitled: |
"AN ACT Relating to revitalizing student financial aid." |
Section 11 duplicates changes to the State Work-Study Program made in Substitute Senate Bill 5044 which I signed on April 22, 2009. I agree with the policy, but as the other bill amends the same statute in the same way, there is no need for this section. |
For this reason, I have vetoed Section 11 of Engrossed Second Substitute House Bill 2021. |
With the exception of Section 11, Engrossed Second Substitute House Bill number 2021 is approved. |
