Requires any person required to register as a kidnapping offender or a sex offender to provide certain authorities with the following information when registering: (1) The person's electronic mail address information or any other internet communication name or identity information including but not limited to instant message, chat, or social networking names or identities, if any; and

(2) The uniform resource locator of any personal web site created or operated by the person.

Provides that the act is null and void if appropriations are not approved.
