Requires the director of the department of personnel to require each state agency to report annually on: (1) The number of classified, Washington management service, and exempt employees in the agency and the change compared to the previous report;

(2) The number of bonuses and performance-based incentives awarded to agency staff and the base wages of such employees; and

(3) The cost of each bonus or incentive awarded.

Requires a report compiling the data required from all agencies to be: (1) Provided annually to the governor and the appropriate committees of the legislature; and

(2) Posted for the public on the department of personnel's agency web site.
