Advances effective transportation for persons with special transportation needs by establishing a system of statewide oversight that seeks input, collaboration, and cooperation from and among all local service providers, including public agencies, private organizations, and community-based groups.

Creates a local coordinating coalition in each nonemergency medical transportation brokerage region designated by the department of social and health services to advance local efforts to coordinate and maximize efficiencies in special needs transportation programs and services, contributing to the overall objectives and goals of the agency council on coordinated transportation.

Directs the department of social and health services and the department of transportation to jointly implement or develop and implement two pilot projects to promote coordination of public transit and medicaid services, and to keep the agency council on coordinated transportation informed of progress made toward implementing the pilot projects.
