Revises the composition of the driver instructor's advisory committee and eliminates reimbursement to a member for travel expenses.

Addresses the following relating to driver instructors: (1) License validity and requalification examinations;

(2) Background check requirements; and

(3) Drug and/or alcohol-related violations.
