Restructures the department of social and health services and transfers certain powers, duties, and functions to the following departments created in the act: (1) The department of economic services;

(2) The department of medical assistance;

(3) The department of health and rehabilitative services; and

(4) The department of children's services.

Requires a realignment team to be formed to direct the details of administration of the act.

Requires the code reviser's office to prepare recommended corrective legislation.
