Revises chapter 5, Laws of 2009 by adding exceptions to the prohibitions and limitations placed on state agencies and employees relating to creating new positions, filling vacant positions, salary increases, personal service contracts, equipment purchases, travel, and training.

Requires the department of personnel to adopt rules that authorize state agencies to provide allowances to employees with sensory disabilities who must attend training necessary to attain a new service animal.
