Revises nursing facility medicaid payments relating to: (1) Calculation of vendor rate adjustments based on economic trends and conditions;

(2) Temporarily freezing certain case mix indices; and

(3) Reviewing the noncase mix adjusted period and making retrospective payment adjustments.
