Prohibits hearings or votes on an appropriation-related bill or revenue-related bill until seventy-two hours after the bill is made publicly available.

Prohibits amendments offered to an appropriation-related bill or revenue-related bill from being considered in order unless they are made publicly available twenty-four hours prior to any vote.

Prohibits striking amendments from being considered in order unless they are made publicly available forty-eight hours prior to any vote.

Allows the time periods to be waived only with a two-thirds vote of the full committee or legislative body considering the appropriation-related bill or revenue-related bill.
