Prohibits engaging in, or advertising to engage in, solid waste collection without a solid waste collection certificate.

Requires the utilities and transportation commission to adopt rules that provide for civil penalties that may be used in addition to or in lieu of the penalties provided in chapter 81.77 RCW (solid waste collection companies).
