Defines "emergency zone" with regard to approaching certain emergency or roadside assistance vehicles.

Requires the state patrol and the department of transportation to conduct education and outreach efforts regarding emergency zones, including drivers' obligations and penalties. This requirement expires June 30, 2011.

Creates the crime of reckless endangerment of emergency zone workers.
