Revises duties of the energy facility site evaluation council with regard to small alternative energy resource facilities.

Authorizes and encourages the energy facility site evaluation council and any local government in the state to enter into an interlocal agreement for the purpose of permitting small alternative energy resource facilities within the geographic jurisdiction of the local government.
