Modifies provisions of chapter 80.50 RCW (energy facilities--site locations) relating to small alternative energy resource facilities.

Revises duties of the energy facility site evaluation council with regard to small alternative energy resource facilities.

Authorizes the energy facility site evaluation council and any local government in the state to enter into an interlocal agreement for the purpose of permitting small alternative energy resource facilities within the geographic jurisdiction of the local government.
