Revises application costs for energy facility site certification.

Authorizes the energy facility site evaluation council to commission its own independent consultant study to measure the consequences of a proposed energy facility on the environment or other matter deemed essential to an adequate appraisal of the site.

Provides that the rule-making costs incurred by the council in implementing and administering the act must be divided among certificate holders and applicants directly affected by the act.
