Revises provisions relating to verification of addresses for registered sex offenders and kidnapping offenders.

Directs the Washington association of sheriffs and police chiefs, when funded, to administer a grant program to county sheriffs for the purpose of verifying the address and residency of sex offenders and kidnapping offenders who reside within the county sheriff's jurisdiction.
