Creates the Washington vaccine association to collect and remit adequate funds from health carriers and third-party administrators for the cost of vaccines provided to certain children in the state.

Requires the secretary of the department of health to estimate the total nonfederal program cost.

Limits authorization of expenditures from the universal vaccine purchase account to the secretary of the department of health or the secretary's designee.

Prescribes penalties for nonpayment of assessments.
