Revises provisions relating to department of fish and wildlife's improved access facilities by: (1) Allowing certain license plates to access those facilities;

(2) Increasing the annual fee for a fish and wildlife lands vehicle use permit;

(3) Authorizing additional uses of the funds from those permits; and

(4) Specifying where the revenue from penalties must be deposited.

Authorizes the department of fish and wildlife to: (1) Develop information accessible through the department's internet web site that promotes outdoor recreational and wildlife viewing opportunities; and

(2) Require, as a condition of accessing the information, the purchase of certain recreational license documents.
