Revises provisions relating to department of fish and wildlife's improved access facilities by: (1) Allowing certain license plates to access those facilities;

(2) Increasing the annual fee for a fish and wildlife lands vehicle use permit; and

(3) Authorizing additional uses of the funds from those permits.

Authorizes the department of fish and wildlife to develop information accessible through the department's internet web site that promotes outdoor recreational and wildlife viewing opportunities.
