Protects the integrity of the initiative and referendum process by: (1) Limiting the making of laws from being a profit-making activity for those engaged in putting initiatives and referenda on the ballot;

(2) Requiring transparency with financial disclosure;

(3) Limiting conflicts of interest with gift restrictions; and

(4) Requiring that petition sponsors swear to uphold the Constitution.
