Adds the definition of "children's advocacy center" to chapter 26.44 RCW (abuse of children).

Requires counties to coordinate with children's advocacy centers and/or community sexual assault programs, as appropriate, in developing protocols for investigations of child abuse, neglect, and fatality, and child sexual abuse.
