Requires bail for the release of a person arrested and detained for a felony offense to be determined on an individualized basis by a judicial officer. Expires August 1, 2011.

Provides a January 1, 2011, effective date for certain sections of the act, upon approval of the voters of the proposed amendment to Article I, section 20 of the state Constitution which allows judges to deny bail to certain persons if the detention of the person will reasonably assure public safety.
