Creates the home visiting services account.

Requires the department of early learning to: (1) Expend money from the account to provide state matching funds for home visiting programs;

(2) Contract with the nongovernmental private-public partnership to administer programs funded through the account; and

(3) Monitor performance and provide periodic reports on the use outcomes of the account.
