Creates an independent office of open records and requires the office, with regard to the public records act, to: (1) Provide impartial administrative reviews of appeals by persons or agencies entitled to relief; |
(2) Provide information relating to implementation and enforcement; |
(3) Provide clear guidelines for an appeal process before the office from decisions of agencies; |
(4) Provide training courses for agencies, public officials, and public employees; |
(5) Make training materials available at no charge on its web site; and |
(6) Employ or contract with attorneys to serve as administrative law judges to review appeals. |
Removes the requirement of the attorney general to review an agency's denial of a public record request. |
