Declares an intent to, during the interim: (1) Change the definition of "emergency services" in the state insurance law to include emergency services provided outside of a hospital's emergency department;

(2) Prohibit differential cost-sharing arrangements for emergency services rendered by nonparticipating providers; and

(3) Require that any charges from nonparticipating providers for emergency services be counted toward a patient's deductible.
