Adds gore point and gore zone to the list of zones, barriers, or divides where drivers must stay on the right-hand roadway where there are two roadways split by such zones, barriers, or divides.

Requires all superior courts to impose a penalty assessment on any person convicted of reckless driving or negligent driving in the first degree.

Changes the penalty from a gross misdemeanor to a misdemeanor for failure to comply with RCW 46.16.160 (vehicle trip permits--restrictions and requirements--fees and taxes).
