Requires a contract for any public work estimated to cost over one million dollars to contain a provision requiring the contractor to submit certain information about off-site, prefabricated, nonstandard, project-specific items produced under the terms of the contract and produced outside the state.

Requires the department of general administration to develop standard contract language and make the language available on its web site.

Requires the department of labor and industries to transmit certain information collected under the act to the capital projects advisory review board.

Expands the requirements for bidders on public works contracts.
