Grants authority to the board of directors of the state health insurance pool to designate and regulate a health plan meeting the requirements of the health coverage tax credit program.

Revises the purpose of, and enrollment in, the basic health plan.

Eliminates statutory language relevant to the basic health plan subscription account in the office of the state treasurer.

Changes the authority of the administrator of the state health care authority.

Eliminates a standing technical advisory committee that is appointed by the administrator.

Repeals a number of sections in the chapter that governs the basic health plan.
