Authorizes certain public transportation systems to: (1) Impose an annual vehicle license fee of up to twenty dollars; and

(2) Seek voter approval of a vehicle fee of up to thirty dollars.

Requires the joint transportation committee to convene an advisory panel on public transit system funding to: (1) Provide a forum to discuss operating and capital needs of public transit agencies;

(2) Identify funding options; and

(3) Develop a blueprint for public transit services.

Expires the advisory panel on June 30, 2012, and provides that section 10 of the act, which authorizes the advisory panel, is null and void if funding is not provided by June 30, 2010.
