Expands the authorization of mental health courts to include reducing recidivism of nonviolent offenders with intellectual or developmental disabilities or traumatic brain injuries.

Requires jail staff to notify the department of corrections or another jail of the offender's intellectual or developmental disability or traumatic brain injury, if the offender is transferred to a department of corrections facility or another jail.

Requires the department of social and health services to adopt rules that reinstate medical assistance on the day of release of a qualifying offender with an intellectual or developmental disability or traumatic brain injury.
