Authorizes a regional fisheries enhancement group to enter into a memorandum of understanding with the department of fish and wildlife that allows the group to facilitate and provide oversight in the collection and disposition of all excess state contracted hatchery return salmon.

Authorizes the director of the department of fish and wildlife to sell eggs and carcasses of surplus salmon.

Requires the director of the department of fish and wildlife, before selling surplus salmon, to provide an opportunity for a regional fisheries enhancement group, or a coalition of groups, to use the surplus salmon under a memorandum of understanding.
