Requires the department of transportation to: (1) Establish a complete streets grant program to encourage local governments to adopt urban arterial retrofit street ordinances designed to provide safe access to all users; and

(2) When constructing, retrofitting, or making major repairs to certain streets, consult with local jurisdictions in the design and planning phases and consider the needs of all users.

Creates the complete streets grant program account.
