Authorizes and encourages innovative, cooperative, interdistrict high school programs for students from very small school districts.

Requires the office of the superintendent of public instruction to review implementation of the act.

Requires adjustment of the levy bases of certain districts to reflect each district's proportional share of student enrollment.
