Authorizes the secretary of the department of social and health services to examine and obtain copies of reports and records of autopsies or post mortems in child fatality review cases.

Requires the department of social and health services to consult with the office of the family and children's ombudsman in certain cases to determine if a child fatality review is required.

Authorizes the department of social and health services to conduct a review of a near fatality at its discretion.

Provides that a child fatality review report is subject to public disclosure.
