Transfers the powers, duties, and functions of the public printer to the department of information services.

Requires the department of information services to: (1) Broker print management contracts for certain state agencies;

(2) Consult with the office of financial management and state agencies to more efficiently manage the use of envelopes;

(3) Advise state agencies who order a printing and/or binding job on how to reduce costs; and

(4) Transfer any residual funds remaining in the state printing plant revolving fund to the public printing revolving account created in the act.

Requires certain state agencies to: (1) Use print management services brokered by the department of information services unless exempted by the director of the office of financial management; and

(2) Cooperate with the department of information services in efforts to standardize envelopes.
