Requires adult jail facilities and certain school districts to provide a program of education for certain juvenile inmates.

Requires the superintendent of public instruction to: (1) Allocate money appropriated by the legislature to school districts that have assumed the primary responsibility to administer and provide the education programs or to the educational service district operating the program under contract; and

(2) Adopt rules regarding school district funding and that establish reporting, program compliance, audit, and other accountability requirements.
