Authorizes the legislative authority of certain cities to, by simple majority vote, impose or authorize certain revenue sources in order to fund a highway project for which the legislature has declared a maximum state contribution and that is estimated to cost in excess of one billion dollars.

Prohibits the department of transportation from entering into contracts applicable to the highway project, unless all project cost overruns in excess of the state's declared maximum contribution are fully funded and secured by the legislative authority of the city in which the highway improvement is located.
