Requires the department of social and health services to: (1) Establish a working group on language access services to develop a plan to improve the efficiency and effectiveness of language access services;

(2) Discontinue using a brokerage system for the delivery of language services; and

(3) Certify, authorize, and qualify language access providers as needed to maintain a pool of certified, authorized, and qualified providers.

Makes the governor the public employer of language access providers, with certain limitations.

Addresses collective bargaining and the deduction of monthly dues.
