Requires the office of financial management to: (1) Establish a working group on language access services to develop a plan to improve the efficiency and effectiveness of language access services; and

(2) Certify, authorize, and qualify language access providers as needed to maintain a pool of certified, authorized, and qualified providers.

Makes the governor the public employer of language access providers, with certain limitations.

Directs the governor after meeting certain requirements to submit, as part of the proposed biennial or supplemental operating budget submitted to the legislature, a request for funds necessary to implement the compensation and benefit provisions of a collective bargaining agreement or for legislation necessary to implement the agreement.

Addresses collective bargaining and the deduction of monthly dues.
