Authorizes, under certain conditions, individuals who participated in one of the recruiting Washington teachers grant programs to participate in the pipeline for paraeducators conditional scholarship program.

Requires partnership grant programs seeking funds to operate route one programs to enroll former participants in the recruiting Washington teachers program who enter through the pipeline for paraeducators conditional scholarship program.
