Provides that the state and federal courts have concurrent jurisdiction over an action: (1) Brought against a surety to recover for costs of labor, materials, or improvements, including an action involving a claim for delinquent contributions to a benefit plan; and

(2) To foreclose a lien for labor, materials, and taxes on public works, including an action involving a claim for delinquent contributions to a benefit plan.
