Requires the higher education coordinating board to convene a work group to develop and recommend rules governing the acceptance of advanced placement and international baccalaureate credit.

Requires the state board for community and technical colleges, the state universities, the regional universities, The Evergreen State College, and the office of the superintendent of public instruction to each adopt rules based on the work group's recommendations.
