Declares an intent to increase the percentage of households who are ultimately able to obtain and retain housing without government subsidies or other public support by increasing the percentage of jobs that pay wages that meet or exceed housing self-sufficiency income standards as determined by the department of community, trade, and economic development.Requires the department of community, trade, and economic development to establish two housing self-sufficiency income standards based upon the cost of housing, which includes mortgage or rent payments and other associated housing expenses, such as utilities other than telephone, for each county in the state.

Finds that: (1) A statewide student assessment system should improve and inform classroom instruction, support accountability, and provide useful information to all levels of the educational system;(2) Components of the assessment system should: (a) be instructionally supportive formative assessments, (b) be a state-administered summative achievement assessment that can be used as a check on the educational system in order to guide state expectations for the instruction of children and satisfy legislative demands for accountability, and (c) include classroom-based assessments, which may be formative, summative, or both;(3) To sustain a strong and viable assessment system, preservice and ongoing training should be provided for teachers and administrators on the effective use of different types of assessments; and(4) As the statewide data system is developed, data should be collected for all state-required statewide assessments to be used for accountability and to monitor overall student achievement.Declares an intent to redesign the current statewide system, in accordance with the recommendations of the Washington assessment of student learning legislative work group.Requires the superintendent of public instruction, in consultation with the state board of education, to begin design and development of an overall assessment system that meets the principles and characteristics described in section 1 of the act.

Any references in state law regarding state registered domestic partnership or state registered domestic partner are declared null and void and of no legal effect.Directs the code reviser to: (1) Note, wherever state registered domestic partnership or state registered domestic partner is used or referred to in state law, that the underlying statutes creating state registered domestic partnerships have been repealed; and(2) Prepare legislation for the next session following the 2009 regular session that removes all statutory references to state registered domestic partnerships or state registered domestic partners.

SB 5833 by Senators Regala, Kohl-Welles, Hargrove, and McDermott Providing certain procedures for tenants who are victims of sexual assault, sexual harassment, and stalking. Authorizes a tenant, if a tenant or a household member is a victim of sexual assault, stalking, or sexual harassment by a landlord, to: (1) Terminate the rental agreement and quit the premises without further obligation under the rental agreement or under chapter 59.12 RCW (forcible entry and forcible and unlawful detainer) prior to making a copy of a valid order for protection or a written record of a report signed by a qualified third party available to the landlord, if certain conditions are met;(2) Change or add locks to the tenant's dwelling unit at the tenant's expense and give a copy of the new key to a qualified third party, regardless of whether the tenant exercises his or her rights to terminate the rental agreement; and(3) Sue the landlord in any court of competent jurisdiction for relocation assistance.

Allows the early termination of wireless communications device contracts up to thirty days after entering into the contract without the subscriber incurring any early termination fees.
SB 5861 by Senators Tom and Pridemore Addressing the time and date when posting credit card payments made in person. Requires all payments made in person at an issuing bank, issuing credit union, issuing savings bank, or issuing savings association, or any of their subsidiaries or branches, to be considered payment to the issuer and shall be posted on the day received and at the time of day in the bank, credit union, savings bank, savings association, subsidiary, or branch at which the payment is made.
SB 5862 by Senators Tom, Pridemore, and Kline Limiting the balance of small loans by a consumer enforced by a database. Authorizes the director of the department of financial institutions, by contract with a vendor or service provider or otherwise, to develop and implement a system by means of which a licensee may determine: (1) Whether a consumer has an outstanding small loan;(2) The number of small loans the consumer has outstanding; and(3) Any other information necessary to comply with chapter 31.45 RCW (check cashers and sellers).Provides that: (1) A borrower's maximum principal amount of any small loan, or the outstanding principal balances of all combined small loans made by one or more licensees, may not exceed seven hundred dollars at any one time; and(2) Personal and financial information related to a small loan or any system of authorizing a small loan is exempt from the public records act.

Provides that, if upon the termination of a wireless communications device service, the consumer-requested cancellation date and the billing cycle end dates are not the same, the wireless communications device service ends and is billed at the earlier of the two dates.
