At the landowner's option, acquisition may be of a fee interest or a conservation easement. Lands eligible for acquisition are forest lands within unconfined channel migration zones or forest lands containing critical habitat for threatened or endangered species as designated by the board.

Finds that the revenue generated from state forest lands is a vital component of the operating budget in many rural counties. The dependence on a natural resource-based economy is especially underscored in counties with lower population levels and large holdings of public land. The high cost of compliance with the federal endangered species act on state forest lands within these smaller counties is disproportionately burdensome when compared to their total county budgets.Declares an intent to provide sustainable revenue to smaller counties that are heavily dependent on state forest land revenues while promoting long-term protection, conservation, and recovery of marbled murrelets and northern spotted owls.

In providing these incentives, the legislature hopes to encourage all employers to provide health coverage to employees and dependents, but also ensure that all employers have an opportunity to adopt employee wellness programs for the use of their employees to promote wellness.Authorizes a small business or a nonprofit organization to claim a business and occupation tax credit for the costs of implementing a qualified employee wellness program.

Authorizes a local government to grant relief from shoreline master program development standards and use regulations within urban growth areas under certain conditions.Provides that a substantial development permit is not required on land within urban growth areas as defined in RCW 36.70A.030 that is brought under shoreline jurisdiction due to a shoreline restoration project creating a landward shift in the ordinary high water mark.

Authorizes the legislative authority of a county comprising part of an intercounty rural library district to, by resolution, submit a request to the county auditor calling for an election to be held in the county for the purpose of determining whether the county shall withdraw from the library district. If a majority of the persons voting on the proposition vote in favor of withdrawing the county from the library district, the county shall cease to be a part of the intercounty library district. A pro rata portion of all property, assets, and liabilities of the library district shall be transferred to the rural library district of the withdrawing county.
