Creates the Washington institute of aerospace technology and manufacturing studies.Requires the institute to: (1) Be operated and administered as a multi-institutional education, training, and certification center specifically designed to foster the creation and retention of family wage jobs in the aerospace industry and growth and innovation in the aerospace industry sector;(2) House education, research, and job skills training programs specifically targeted at meeting the needs of the aerospace industry sector and its workers;(3) Emphasize public-private partnerships to support the institute's education, training, and research activities;(4) Provide a forum for effective interaction and collaboration between and among the state's aerospace industry, labor, the higher education coordinating board, the state board for community and technical colleges, the workforce training and education coordinating board, and institutions of higher education; and(5) Be headquartered in Snohomish county.Requires the higher education coordinating board, in consultation with the state board for community and technical colleges, the workforce training and education coordinating board, the aerospace industry and related businesses, labor, and institutions of higher education, to report to the higher education committees of the senate and the house of representatives by December 1, 2009, regarding the Washington institute of aerospace technology and manufacturing studies.

Imposes tolls on the state route number 520 floating bridge and the Interstate 90 floating bridge to help finance construction of critical safety projects, including replacement of the state route number 520 floating bridge, to generate additional funds to help finance associated projects in the state route number 520 corridor program, and to guarantee travel time, speed, and reliability for individuals crossing Lake Washington by way of either state route number 520 or Interstate 90.Delegates the department of transportation as the state toll agency with the authority to administer tolling programs on eligible toll facilities, including the state route number 520 corridor and the Interstate 90 floating bridge.Creates a special account to be known as the state route number 520 corridor and Interstate 90 floating bridge account in the motor vehicle fund in the state treasury.
