Requiring the department of licensing to collect a donation to benefit the state parks system as part of motor vehicle registration unless a vehicle owner opts not to provide a donation.


Requires the department of licensing to collect from, rather than provide an opportunity for, the owners of vehicles registered under RCW 46.16.0621 and vehicles licensed under RCW 46.16.070 with a declared gross weight of ten thousand pounds or less a voluntary donation of at least five dollars at the time of initial or renewal registration unless the vehicle owner opts not to participate in the donation program.

Provides that: (1) Notification of intent to not participate in the donation program must be provided annually at the time of vehicle registration renewal; and

(2) The act applies to registrations due or to become due on or after July 1, 2009.

Concerning basic health plan eligibility.


Requires the administrator of the Washington basic health plan to: (1) Establish a waiting period that subsidized enrollee applicants must complete without private insurance before enrolling in the program under chapter 70.47 RCW (basic health plan--health care access act);

(2) Enroll any person who meets the eligibility standards in RCW 70.47.020 and for whom a completed application is submitted, subject to RCW 70.47.060(6) and section 2 of the act;

(3) Disenroll an enrollee under certain conditions;

(4) Verify continued eligibility; and

(5) Provide an enrollee subject to disenrollment with advance written notice.
